2018 LOCAL CONDITIONS OF PLAY  
(To be used and taken in conjunction with the 2018 Bowls NSW Conditions of Play {COP})

1. The State Match Committee (SMC) has delegated the Zone Match Committee (ZMC) to be responsible for the conduct of all State Pennant matches (Grades 2 to 7) under their control (refer COP 1.6 & 4.2). Any Club wishing to clarify any matters of disputes, references, interpretations, grading, eligibility, venues, date changes etc., are advised to contact the ZMC members as listed below, as protocol denotes. This should lead to having the matters resolved quickly and more efficiently.

2. Pennant matches shall be played in sections as per the approved Zone Pennant Draw.  All matches shall be played unless determined by the ZMC.   

3. The designated home Club shall at all Pennant matches announce the name/s of the Controlling Body (CB) and Umpire/s before the start of play.  Unless absolutely unavoidable, the CB shall not be a contestant in a Pennant match (refer COP 2.12).  Refer to COP 13 for further duties and responsibilities of the CB.  

4.  Where practice is permitted by the CB, it shall cease thirty (30) minutes before the scheduled start of the match.  Players shall not practice on the rink on which their match is drawn to be played once the rink draw is made – COP 4.7.2 – Penalty is Disqualification

5. Schedule:

a) Timetable:  Saturday

i)   11.50 a.m. – Managers to be at club at the latest by then to commence relative paperwork

ii)  12.00 p.m. – Practice to cease (penalty disqualification) 

iii) 12.05 p.m. – Managers to advise CB of the draw and rink allocation

iv) 12.10 p.m. – Cards called and 2 end rollups commence

v)  12.30 p.m. – Play

b) Timetable: Sunday - for matches not started/completed due to weather conditions

i)   8.20 a.m. – Managers to be at club at the latest by then to commence relative paperwork

ii)  8.30 a.m. – Practice (if permitted by the CB) to cease (penalty disqualification) 

iii)  8.35 a.m. – Managers to advise CB of the draw and rink allocation

iv) 8.40 a.m. – Cards called and 2 end rollups commence

v)  9.00 a.m. – Play

c) Alternate starting times:

Can be arranged by mutual agreement of competing clubs for play on the scheduled date.  Any mutual agreed change between competing clubs for a deferred match must be approved by the ZMC first. 

6. Matches shall be played over 63 ends (21 ends each rink).  A minimum of 54 ends overall shall constitute a completed match.  In the event of play being not commenced or not completed (refer COP 4.9 and 4.10) the ZMC will advise Clubs of rescheduled playing dates/timetable.  See also the Zone Weather Policy on the website for guidance as to postponement etc. 

7. Scoring - 10 points per match - 7 points for the highest aggregate of shots (Master Board); 3.5 points for a draw, 1 point per rink win; 0.5 points for a tie.  A loss is 0 points.   

8. Results are to be completed via the electronic scoring method by 6.00 pm on the day of the match.

- Electronic results must also be forwarded for Forfeits, Incomplete and Not Commenced matches.

- All Pennant result forms shall be kept by clubs for the whole of the pennant season for verification purposes.
